First Regional Library Policy Manual

Your First Regional Library card can be used at any of the fourteen branches in the system. Anyone who lives, works, owns property, or goes to school in one of the five counties is eligible for a free library card. We have NEW NO-FINES card options for kids!
Borrower Card Application

To review your account or to renew items, you will need your PIN #. To get this number, call one of the library branches.

Computer & Electronic Device Use Policy

Most materials may be checked out for three weeks, although some types of materials have different loan periods.  While there is no charge to check out library materials, overdue fines are applied when items are not brought back by their due date.  Items can be renewed in person, by phone, or by logging into your account via the Internet (you must have your library card number and PIN to do this).  If an item you have checked out is on hold for another person, you may not renew that item (this rule applies to any book borrowed through the Mississippi Library Partnership as well).  You may use any library’s book drop for your after-open-hours convenience.  You may return any item to any FRL branch location.

These are just a few of the services offered by the First Regional Library:
*Copy and fax machines
*Interlibrary loans (borrowing requested materials not owned by FRL from other library systems)
*Adult and children’s exhibits and programs, including preschool storytimes and the Summer Library Program
*Information and Reference services
*Courier service among all the branches for fast delivery of requested material
